Texas: Consumable Hemp Regulatory Hearing Scheduled and Federal Banking Bill Advances

​The Texas Department of State Health Services (DSHS) will host a public hearing​ on October 3 in Austin to accept comments about the regulation of consumable hemp products (including CBD), registration and licensing as well testing for retail products. It is important to see sensible consumer protections while being diligent during the regulatory process so DSHS doesn’t create unreasonable restrictions on hemp products.

Members of the House of Representatives voted 321 to 103 in favor of HR 1595​​: The SAFE Banking Act, which amends federal law so that explicitly banks and other financial institutions may work directly with state-legal marijuana businesses. This historic vote marks the first time ever that a chamber of Congress has ever held a successful floor vote on a stand-alone piece of marijuana reform legislation. This vote is significant for cannabis reform movement because a supermajority of the House voted affirmatively to recognize that the legalization and regulation of marijuana is a superior public policy to prohibition and criminalization. There is still much work to be done for more comprehensive reform but these are important firsts.

Of the 36 Texas Federal Representatives, there were 18 YEAS, 17 NAYS and 1 Present Not Voting. Of the YEAS, thirteen were Democrats and 5 were Republicans.
