Guidelines to Legalizing and Regulating Marijuana in Texas

The Texas NORML board has researched laws and regulations that other states have used to implement a retail marijuana market. We evaluated their pertinence to Texas and crafted an outline of suggestions for implementing a retail market in Texas. We have broken these guidelines into six sections:

1. Adult Cultivation and Possession Limits
2. State Regulation and Licensing

4. Employers and Private Property
5. Expungement and Resentencing

Legislators have been reaching out to us regarding the upcoming legislative session and what kind of retail market we should have in Texas. We will provide these guidelines to legislators to consider when they are drafting bills for the upcoming session.
